The inauguration of an office for non-Qatari ownership and utilization of real estate in Lusail City

Doha / Today, the Ministry of Interior and the Ministry of Justice launched the services of an office for non-Qatari ownership and utilization of real estate in Lusail City, in order to provide real estate ownership and utilization services through a single window for investors and dealers.
The office provides all the requirements for the sale and purchase of real estate, residential units and offices in the areas covered by Cabinet Resolution No. 28 of 2020, specifying the areas in which non-Qataris may own and benefit from real estate and the conditions, controls, advantages and procedures for their ownership and use of them.
The office enables the beneficiaries to obtain the title deed in less than an hour. It also provides, through an automated system created by the Ministries of Interior and Justice, the issuance of residency upon completion of the ownership or usufruct procedures, in case the property of the owner or the beneficiary is in the category whose value is not less than 730 thousand Real, equivalent to 200 thousand US dollars, so that the owner of the property from this category obtains a residence permit for himself and his family without a recruiter for the duration of his ownership of the property.
In addition to residency for him and his family, the owner of the property or the beneficiary will also receive permanent residency benefits that include health, education and investment in some commercial activities, if the property value is not less than 3 million and 650 thousand riyals, equivalent to one million dollars.
During the inauguration of the office, His Excellency Dr. Issa bin Saad Al Juffali Al Nuaimi, Minister of Justice and Acting Minister of State for Cabinet Affairs, reviewed the workflow of the office and the procedures in place to provide services in accordance with the quality and efficiency standards set by the competent authorities as part of the procedures for launching the office.
His Excellency the Minister thanked the government and private agencies, especially the Ministry of Interior and the Qatari Diar Real Estate Development Company, which contributed to providing the required facilities, which aim to support the national development process and establish an integrated investment infrastructure that constitutes a catalyst and true support for our national economy.
On this occasion, His Excellency said, “The State of Qatar today enjoys the best environment for real estate investment, reinforced by an integrated legal system that includes various economic and investment fields.” The Pearl is a new window to provide easy and easy access to real estate ownership and utilization services, and these offices will also contribute to implementing the objectives of Cabinet Resolution No. 28 of 2020 according to an integrated vision with the National Development Plan / 2017-2022 / and the goals of Qatar National Vision 2030.
For his part, His Excellency Major General Mohamed Ahmed Al-Ateeq, Director General of Passports, said, “The Lusail office for non-Qatari ownership and use of real estate aims to facilitate the access of investors and real estate owners to residency services associated with real estate ownership,” adding that “such offices contribute to facilitating the procedures of auditors. And it enhances efforts to encourage investment in the country, as this office is the second office opened by the Ministry of Interior in cooperation with the Ministry of Justice, after the Pearl Office.
Major General Al-Ateeq praised the permanent coordination between the Ministries of Interior and Justice in providing distinguished services to citizens and investors, reflecting the great development witnessed by the country.
For his part, Mr. Saeed bin Abdullah Al Suwaidi, Assistant Undersecretary of the Ministry of Justice for Real Estate Registration and Documentation Affairs and Chairman of the Non-Qatari Real Estate Ownership and Utilization Committee, said, “The opening of the Lusail City office for the ownership and use of real estate by non-Qataris came under the direction of His Excellency Dr. Issa bin Saad Al Jafali Al Nuaimi, The Minister of Justice and Acting Minister of State for Cabinet Affairs, in coordination with the real estate development companies in the country and the new economic zones, to implement Cabinet Resolution No. 28 of 2020 in order to serve the development of the real estate sector and keep pace with the economic development witnessed by the new investment areas in the state.
Al-Suwaidi explained that these offices serve the various regions and cities covered by the aforementioned Cabinet Resolution.
He explained that these offices allow investors to own real estate and benefit in about 25 regions, as the Honorable Council of Ministers Resolution No. 28 of 2020 allowed ownership in 9 regions that are characterized by investment appeal, advanced infrastructure and a modern communications network, while the number of areas for real estate use is 16 regions.
He pointed out that all beneficiaries and dealers can have new benefits according to which Qatari and non-Qatari citizens may own a detached unit in a residential complex, and they may also own the detached units (offices and shops) in commercial malls, and Al-Suwaidi noted the success of the first phase that witnessed the opening of an office for non-Qatari ownership. Real estate and its utilization in the Pearl area and the volume of turnout witnessed by the office.
