Illegal Operations by AAHM Security and Consultancy : Hundreds of Nepali Workers Trapped by Human Traffickers

Kathmandu / It has come to light that AAHM Security and Consultancy, based in Malaysia, has been operating illegal activities in collusion with certain manpower agencies in Nepal. According to the law, recruitment for overseas employment in Malaysia requires the demand letter to be verified by the Nepali Embassy. However, AHM Security and Consultancy submitted an application for the verification of demand letters for 1,297 Nepali workers but failed to complete the proper verification process.

Despite not obtaining embassy verification, AAHM Security and Consultancy has sold its demand letters to over a dozen manpower companies in Nepal, collecting millions in illegal fees. These manpower companies have ignored the embassy’s mandatory verification process and have already submitted documents for over 500 workers, including their passports and medical reports.

Sources say that without the embassy’s approval, manpower companies in Nepal have already collected workers’ documents and processed calling visas for more than 500 people through illegal channels. As a result, it appears impossible for AAHM Security and Consultancy to legally bring Nepali workers to Malaysia. This means that the Nepali workers who applied and paid through agents and manpower companies are now directly at risk of being defrauded. Even though the embassy had initially agreed to verify quotas for only 300 workers in the first phase, AHM Security and Consultancy submitted applications for 1,097 workers under the names of more than a dozen manpower agencies.

According to sources, Malaysian legal professionals and Malaysian citizens have already filed complaints with the Malaysian police against AHM Security and Consultancy’s directors. The company is accused of forging signatures and documents, as well as conducting illegal financial transactions in collaboration with various agents both in Nepal and Malaysia. Krishna Prasad Bhusal, Labor Consular at the Nepali Embassy in Malaysia, confirmed that AAHM Security and Consultancy submitted its demand letter for verification around five months ago, but due to various reasons, the verification has not yet been completed.

The company has been working with manpower agencies including Utsav HR Pvt. Ltd., Radiant Overseas Pvt. Ltd., Eminence Recruitment International Pvt. Ltd., Bigyan HR Management Pvt. Ltd., Trust International Overseas Pvt. Ltd., Anmol Overseas Pvt. Ltd., Aman Overseas Pvt. Ltd., Swift Gorkha International Pvt. Ltd., Happy Nepal Employment Pvt. Ltd., Sunrise HR Solution Pvt. Ltd., and Money Home Overseas Pvt. Ltd. It has also been revealed that besides these 12 manpower companies, AAHM Security and Consultancy has distributed unauthorized sample demand letters to over two dozen other manpower companies in Nepal through various brokers and agents.

According to the Foreign Employment Act of Nepal, once the embassy receives a demand letter, it must verify it. After verification, the Department of Foreign Employment must grant pre-approval, which must then be advertised in national daily newspapers to schedule interviews. Only workers who pass the interviews and medical exams become eligible for calling visas through Malaysian immigration. However, AHM Security and Consultancy has violated this legal procedure and has already issued calling visas for over 500 workers illegally. If immediate investigation and action are not taken by the government and relevant authorities, hundreds of Nepali workers could face severe exploitation and financial loss as a result of this fraudulent scheme.
